Summary: | 碩士 === 義守大學 === 工業管理學系碩士在職專班 === 101 === Under the present economic structures, the atypical form of employment has gradually increased. Thus, the prevention of atypical labor occupational accidents has become an important issue for nations pursing the protection of their labors and the maintenance of their international image. To achieve this objective, a variety of scientific methods, use of systems, and designs were constituted. However, the factors for atypical labor occupational accidents are complex and sophisticated, and the scientific methods, uses of systems, and designs are still with flaws and in need of perfection. To attain the goal of zero occupational accidents for atypical labors, the causes of the accidents should be highlighted and analyzed in detail.
Hence, this study aimed to investigate the causes of atypical labor occupational accidents from the perspectives of safety culture and risk management. Based on these perspectives, this researcher conducted qualitative interviews with labors of atypical employment. The qualitative interview consisted of 33 questions. The analyzed data reported that there are 39 elements relating to the cause of atypical labor occupational accidents. The results were consistent and in support of relevant points of discussion. In addition, through the in-depth interview with labors of atypical employment, a comparative table is established, forming structures for solution plans which can be further proposed for practical consensus or conclusions, and future references.
After data analysis, this study suggests seven solution plans: (1) Establish a visa passport for consciousness of safety culture and risk management; (2) Enforce educational training with government approved budgets; (3) Construct an atypical employment human resource database; (4) Revise regulations relating to small and medium enterprises considering the practical situations; (5) Face the problem of wage structures by adopting the fluctuating minimum wage rate system; (6) Reinforce the pre-service and the on-the-job educational training; and (7) Increase and amend related laws and regulations. Moreover, this study concludes with 7 denotations of industrial safety management: (1) Consciousness of safety culture and risk management is a process in the pursuit of safety, not the result; (2) Safety culture and risk management is an outcome of explicit knowledge turning into tacit knowledge by means of education and training; (3) The cultivation of safety culture and risk management is a gradual process – it cannot leap into conclusion or be rushed; (4) Atypically employed labors should be treated reasonably, and be encouraged to actively participate in meetings or activities relevant to the establishment of the safety culture and risk management ideologies; (5) The employers’ active care and attention on atypically employed labors is the driving force to prevent accidents and to reinforce safety culture and risk management ideologies; (6) The employers’ determination to promote safety culture and risk management ideologies is the basic framework of preventing atypical labor occupational accidents; and (7) The project of safety management should be deliberately planned and enforced so that it would not be merely a formality.
