and education system reform of Taiwan, was proposed by the Executive Yuan in
1997.After that, many transitive issues were proposed still. The draft law of "Early
Childhood Education and Care" was proposed by Ministry of Education in the middle
of 2005. And the title of the draft law was modified further to "Children's Education
and Care" by Executive Yuan in 2006. Finally, under 31 lawmakers’ proposal, the
draft law was changed the title to "Early Childhood Education and Care" in 2010, that
law specified for the children aged from 2 to 6. The law was read through first on
March 1 of 2011 and was completed on June 10 of the same year after the third
reading agreement, and came into force on New Year's Day of 2012. So called
"Integration of the preschools", in simple terms, is to integrate the current "Early
Childhood Education" and "childcare services" system, and to solve the problems
arising from the overlapping part of the "Preschool Early Childhood Education" and
"Child Care".
Before the integration, the kindergarten is dedicated institution for the preschool
education purpose, and the children of 4-year-old enough are welcomed to enter the
institutions before entering primary school; Whereas, nursery Babysitting is a kind of
dedicated agency for the purpose of child caring, child welfare and childcare services.
It can be divided into two parts, the children of, from 2-month–old to 2-year-old, are
welcomed to enter the Babysitting part. And the children of, from 2-year–old to
6-year-old, are welcomed to enter the child care part. In the physical situation, there
are many service overlaps and function similarities between these two parts. However,
in terms of organization system, kindergartens and nurseries belong to administrative
department and social welfare department respectively. Thus, kindergartens are
regulated in accordance with the laws and regulations of education-related, whereas,
nurseries are regulated in accordance with the relevant laws and regulations of the
Child Welfare.
With the social changes in Taiwan, especially, the big changes in family structure
and low birth rate, the two authorities, kindergarten and nursery systems, are
regulated by different departments. It reveals the unreasonable phenomenon that the
children of the same age will accept different quality education and care. Therefore,
the "preschools integration" is an urgent topic in response to the needs of the time
planning trends and current status. However, in response to the integration of
preschools, public kindergartens will recruit much younger children than before and
also a large adjustment will make in spatial planning in order to meet the ergonomic
needs of young children.
