Along with the progress of time, the rapid and transparent transmission of information, the proportion of these uncertainties and asymmetry become little. Under the current medical system, medical institutes must provide what patients want in order to enhance customer satisfaction, to make patients who are willing to choose a higher rate for medical care. In terms of medical institutions, if patients choose to pay at their own expense for a higher rate which means profits. As to patients, it would improve the autonomy of treatment methods and enhancement of medical results. The structure and decision-making factors of this study are summarized and constructed from documents, through the statistics, cross-comparison and clustering methods to explore the major decision factors from patients who tend to choose a higher rate for health care, the results says: The price is still the main consideration of choosing medical cares in spite of the treatment effects and the quality of medical care is the most important. However, while patients are desiring for tooth implant, the sensitivity of pricing becomes irrelative. Therefore, when consumers in the face of the medical expense options, the most important consideration is still the effects of treatment.
