Among all sectors, the transportation industry is the highest rate of oil usage today; it has reached as high as 55% of all natural oil productions. Furthermore, not only alone with mainland China, India and other emerging countries we now have produced the all-time highest level of carbon dioxide, but also world’s rapid population growth, increased demand for cars, and oil and the level of CO2 emissions are the main caused to abnormal climate and environmental changes.Therefore, the world needs to reduce natural oil demand and CO2 emissions, the development of energy saving and environmentally friendly vehicles is a must, and Bettery electric vehicle (BEV) is our goal. The BEV needs more parts and accessories and surrounding facilities, BEV will not happen overnight,it will start with a hybrid electric vehicle (HEV) development that are more prevalent in the recent years, such the vehicle depends on gasoline and electricity, the fuel consumption of HEV is much lesser if compared to a conventional vehicle. When the charging facilities or stations are complete, then the rechargeable hybrid vehicles (PHEV) will be built, at last the BEV, the vehicle without gas will be finalized. This thesis is for the global electric car major markets such as United States, Europe, and Japan and the largest future market in mainland China and Taiwan of the development of electric vehicles. From the current status of the electric cars, government policy, technical development, sales, the classification of the battery, and the electric car future competitive advantage and several constructs of data collection and analysis, and recommendations a direction for the downturn in the economy in Taiwan, especially in panel D-Ram industry. What is in this industry for their survival of the fittest? hoping to find one that can increase production and reduce the unemployment rate, and finally it is a win-win situation to stay alive。
