Abstract:
The global economic been through a financial tsunami crisis strike in 2008. The world began to reconsider the capital economic system and the industrial economy problems. Especially the financial recession bring the social issues of unemployment which became the main issues that governments should concern.
Governments under the recession time, decrease the budget; the side effect is social welfare crunch. Non –profit organizations in this situation, had to developed financial resources. Social Enterprises become the choices under the circumstances. In Taiwan, the origin of social enterprise is, causes of vulnerable employment in order to provide multi employment promotion program. 2010, Vocational Training Council established the “Social economic promotion office” in order to promote social economic develop social enterprises.
Since Government policy planning in this approach, it attracted many NPO actively involved in this program, which there were some successful cases; but most of the third sectors lack of experience, ignoring the assessment of market and entry barriers, so decrease the execution effectiveness. It is obvious that social enterprise transformation assessment is important.
In this study, focus on the third sectors in social enterprise in Taiwan. There is a collection and screening of the third sector entrepreneurial managers and key decision makers, for transformation into new business ventures key successful factors and resources. Using “NPO governance self detection”; “Key conditions of Social enterprise transformation”;“ Social value performed” as three key dimensions, applies the analytic network process (ANP) to calculate the relative importance weights of each dimension, strategic subject, and appraisal indicator, and then constructs a complete social entrepreneurial appraisal model to provide Government, Non-profit Organizations and new enterprises with a practical and scientific assessment process.
