The creation, dissemination and use of knowledge have become the main power of competition and value. Reading is the basic means of obtaining knowledge. Through the reading, people can attain all kinds of knowledge, develop communication and thinking skills, and build life values. Recently, government agencies and many private organizations pay much attention to develop the children reading ability. Many public libraries offer a variety of reading services; Libraries at all levels which are continously extending their reading resources and building up their systems. Many schools slao promote collaborative reading development programs. The purpose of “The Philanthropic Library” is to provide resources to children who lack reading materials. The circulation platform offers a full set of books to each class. This system intends to enable a class to read the same books so that teachers can make an in-depth study and improve students’ literary interest by reading together. The goal of this study is to implement an on-line collaborative sharing and reading circulation platform system on the Internet. The platform encompasses a variety of library functionalities, including the cataloging, circulating, and OPAC. The design of the circulation platform intends to help “The Philanthropic Library” manage library operations. The platform also integrates the concept of interlibrary cooperation to achieve the goal of collaborative sharing and reading. Through this platform, “The Philanthropic Library” could integrate the information and logistics closely to promote the learning opportunities of children living in the remote villages. According to the results of this research in the end, I propose some suggestions for further related studies in the future.
