Users access varieties of network resources with these mobile devices anytime and anywhere. Unfortunately, most of web services do not support offline operation at this time. As long as no mobile wireless connection is available, many critical functions may not be performed properly. Following the traditional web service development without offline support, the services on these mobile devices are restricted and limited. This thesis use HTML5 as the core technology for offline web service development to achieve the value-added services with offline functionalities. We analyze the frequency and timing of the backup and updates operations. A dynamic synchronization mechanism is proposed for various network connection and network services. When a user's offline files is not updated as time goes by, the synchronization cycle time will be adjusted to accelerate the offline files update and maintain the data consistency.
