In recent years, medical market has become increasingly competitive. In order to reduce operating expenses, public medical intuitions decrease the number of their full-time nursing staff, hire more contract nursing staff, or even conduct a reduction in nursing workforce. As a result, nursing staff is getting heavier work load on looking after patients, and there is a decline in the quality of their working environment. I use data envelopment analysis to assess the operating performance of public hospitals from nursing staff’s point of view. I choose the data of public hospitals during 2010 as my samples. Using the number of available hospital beds, doctors, nursing staff, other hospital staff, full-time nursing staff salary and contract nursing staff salary as input variables, and in-patient days, the number of operations, and the number of outpatients and emergency patients as output variables, I emplay efficiency analysis and slack variable analysis. Then I remove two input variables, full-time nursing staff salary and contract nursing staff salary, to conduct sensitivity analysis. The results are listed as follows: 1. The result of efficiency analysis: As of efficiency rate, there are 9 hospitals that do not reach 0.8. Among them, hospital B03 and B18 of DOH, Executive Yuan rate under 0.6, which are the lowest of all. These two hospitals also show the largest variances between the actual value and target value of each input and output variable. 2. The result of sensitivity analysis: The portfolios of 10 hospitals are deviating from efficiency frontier. 30 hospitals have significant decrease on efficiency rate, and the total average efficiency rate decrease dramatically. My research results show that full-time and contract nursing staff wage have significant influence on operating performance of public hospitals, and there has been reduction on nursing staff wage.
