In this paper, we propose a hierarchical model for organizational leadership. An empirical study with Chunghwa Post branch managers also presented for this hierarchical model. The model includes three hierarchies: one ultimate goal, six dimensions and 26 factors for organizational leadership. The Analytic Hierarchy Process (AHP) is used for this empirical study. The final results showed that traits will influence the leadership with positive agreement, but the officers with post and saving service have low agreement different from other four officer groups. The whole group ranking of six dimensions with AHP relative weights are motivation( C)>relation network(F)>goal(B)= innovation(D)>personal skill(A)>personality(E). Only one factor with complete agreement in Class A is factor C4 (concern with subordinates). Another factor with complete agreement in last rank class is factor E1 (over sensitivity). The total number in first class of 26 factors with average relative weight by AHP is four: C4 (concern with subordinates), C5 (to motivate group members), F3 (good relationships with in organization), F4 (financial resources). The best representative group for Chunghwa Post will be the saving officers. But distinguish factor for different group will be different: B4 (clear direction) for post officer, F1 (social and economic position) for officers with both post and saving, B2 (provide motivation) for manager.
