However NHI is in financial trouble due to the soaring of medical expenses caused partly by the rapid increase in the number of old sick people and graver diseases like cancer in Taiwan. In response to this financial crisis, NHI imposed many strict rules for medical fees reimbursement. Subsequently hospitals are forced to improve their performance by adopting strategy with performance raising criteria to compete with each other for the limited medical share of profit. We identified Human Resource Management (HRM), intellectual capital (IC), Working Environment, Organizational Communication and Organizational Civilization through literature review as the effective performance raising criteria for the organization. These criteria which can be measured by Analytical Hierarchy Process (AHP) may have different relative weight of importance in different organizations. These differences will affect their preference and sequence of being used in the competitive strategy. In this study the members of a hospital were first divided into groups of Expert, Doctor, Nurse and Non-medical Personnel; then the relative weight of importance of these criteria in each group were measured by AHP. The result will serve as reference for the hospital during its plan to implement competitive strategy. These criteria after being measured were ranked according to their weight of importance from the highest to the lowest. In the hospital as a whole, the ranking was HRM, Working Environment, IC, Organizational Civilization and Organizational Communication; while in the expert group it was HRM, Organizational Communication, Working Environment, Organizational Civilization and IC respectively. The results suggested that HRM should be the most important criterion to be considered when the hospital attempted to establish a competitive strategy to promote performance. The Expert should make good use of Reasonable Remuneration, Employee Welfare which are the subcriteria of HRM; design favorable Working Environment to attract and persuade the valuable employees to remain working for the hospital. Besides, in this ever-changing era of information and technology, the hospital should record and store its experiences and knowledge as IC efficiently, this will allow the hospital to have enough IC to create more opportunities to perform during time of competitive changes. The hospital often needs to perform some complicated tasks by team work. The process is facilitated frequently by trust between the cooperating departments. Trust in return is often enhanced by good Organizational Communication.
