Input variables include Housing Area, Employment and Net Value of Fixed Assets. Output variable is Production Quantity. By using DEA to establish the efficiency of assessment models and with CCR model, researcher calculated individual sample’s total technical efficiency. By slack variable analysis, researcher explored the relative inefficiency of the State. With BCC model, the pure technical efficiency and scale efficiency of each sample was calculated, and the analysis of samples to improve production efficiency.
Results show that the total efficiency of Taiwan environmental protection industry in 1991 to 2001 showed a positive growth. But in 2006, it showed a slight negative growth, it judged because deregulation of imports by the government environmental protection industry, number of firms and the rapid increase in the number of employee, Taiwan's environmental protection industry, manufacturers are facing the transitional period of government policy and the external environment. However in the long term, environmental protection has been gradually toward the direction of the green and high value industry. Technical efficiency and scale efficiency from 1991 to 2006 showed no significant change. But by the returns to scale observation shows Taiwan's environmental protection industry in transition.
From the slack variable analysis found that most of the manufacturers of over-invested in the land area of the input variables and the end of the practical application of the net fixed assets. The sensitivity analysis shows that Taiwan's environmental protection industry is extremely sensitive to the external environment has changed, the advantage variables over the business cycle and government policies change, policymakers need to keep abreast of external variables to adjust its business model.
