The study finding: 1.In 1996 Taiwan milling industry in the state of decreasing returns to scale and output inefficiencies, resulting in a significant 10.18 percent reduction from 1996 to 2001 the number of manufacturers of the milling industry. In 1996, the milling industry, large-scale and medium-scale manufacturers, are in a state of decreasing returns to scale.In 1996, small-scale milling industry minimum technical efficiency is 0.6672, which led to significant 10.18percent reduction in the number of manufacturers of the milling industry from 1996 to 2001. 2.Milling industry in Taiwan in 2001, in the small-scale do both in the efficiency of the state, led to 12 percent increase in 2006 than in 2001, the number of vendors. In 2001, the milling industry of large, medium and small-scale average technical efficiency, most technical efficiency, minimum technical efficiency in an efficient state, led to 12 percent increase in 2006 than in 2001, the number of vendors. 3. Taiwan milling industry returns to scale in a more favorable state of large-scale and small-scale, that is less conducive to medium-sized. In 1991 and 2006, the annual large-scale milling industry of the Cobb-Douglas production frontier parameter estimates total are greater than one.From 1991 to 2006, each year, medium-sized manufacturers of the milling industry Cobb-Douglas production the border parameter estimates total are less than one.In 1991, 1996 and 2006, for each of the years, small-scale parameters of the Cobb-Douglas production boundary of the milling industry estimates the total value, are greater than one.
