Summary: | 碩士 === 佛光大學 === 政治學系 === 101 === Since the Legislative Yuan passed the Article 18th of Off-shore Island Construction Regulation on March 21st, 2000, it stipulates that “To promote off-shore islands’ development, they can pioneer shipping projects between Kinmen, Matsu and Penghu with Mainland China area before Taiwan and Mainland China established full-scale shipping.” This article technically exclude the constraints imposed by “Cross-Strait People Relations Regulation” and provide legal basis for offshore islands and mainland China’s shipping. Since then, Taiwan clarified its “Three little Links” policy and open communication between Taiwan Strait.The article was formally in action on April 5th.The Executive Yuan developed and issued “Kimen, Matsu and Mainland China Shipping Pioneer Management Plan” to provide operational basis for Three Little Links.
Twelve years after the government promote Three Little Links, its primary objective is to solve day-to-day living issues with Kinmen and Matsu people. By promoting local tourism, it is expected to bring prosperity and normalize trading activities between offshore islands and Mainland China, so as to integrate Cross-Strait businesses and improve strategic significance of Kinmen and Matsu.However,looking official statistics, it was found that Kinmen only served as a transit point for Taiwan businessmen in last 12 years.Since establishment of Three Little Links, it brought only commercial benefits for commercial airliners, but little to local economic development.
The study is designed to explore legal and policy issues and its implications.It focuses purely on Kinmen to explore the subject of “Kinmen’s Role in Cross-Strait Relations—Three Little Links as Case Study.”From Kinmen and Xiamen intellectual researches, the subject convers Kinmen’s culture, economy, history, politics and Cross-Strait relations.We hope that the study can find ways to promote Kinmen and Xiamen economic development, Cross-Strait positive relations and Cross-Strait relationship.
