Therefore, reducing carbon has become an essential of the urban planning in the 21st century. In 2003, the United Kingdom has proposed the concept of &;quot;low carbon economy&;quot; concepts, following the &;quot;low-carbon building&;quot;, &;quot;low carbon cities&;quot; and other new ideas. In present, “low-carbon&;quot; has become a new development goal for many cities. In addition to the literature review, this study has conduct AHP for data collection. According to related literature, this study selected six main aspects and 26 indicators. The six aspects include &;quot;land use and building&;quot;, &;quot;transportation&;quot;, &;quot;water resources&;quot;, &;quot;waste processing&;quot;, &;quot;air quality&;quot; and &;quot;energy using&;quot;. The results showed that water resource is assessed as the most important aspect for a low carbon city, while the average green space is considered as the most important indicator. Finally, this research had used the selected indicators and weightings to exam Taichung City and Tainan City. It is found that the &;quot;waste processing&;quot; is presented the higher degree of low carbon in Taichung City, while “land use and building” is presented the higher degree of low carbon in Tainan City.
