This study investigates the impact of the efficiency of resource recovery by consideration of desirable factors and undesirable factors. The single-phase efficiency and multi-phase changes in productivity are tested by data envelopment analysis(DEA)using data of Taiwan during the 2008-2012 periods. The finding are as follows: 1、Unrecovered food waste result in a lot of carbon emissions owning to low recovery rate of food waste, cities and counties should be committed to enhancing food waste recovery. 2、Eight counties and cities achieve the efficient frontier under single phase efficiency praluation, while funding for the promotion education is one of the most for improvement projects. 3、Intertemporal analysis shows that Taiwan&;#39;s progress in recycling performance trends, but five municipalities merged on upgrading the technological change slightly backwards. 4、While assessing the current efficiency and productivity changes across the period, which concluded that 19 cities and counties in Taiwan, Chiayi County as its benchmark.
