To response the problems of the low birth rate, Ministry of Education announces to implement a 12-year basic compulsory education next year. The 12-year basic compulsory education and the low birth rate are both critical factors for junior high schools to adapt its administrating strategies. Based on qualitative research methods, the study interviews seven principles and one director in Taichung city. The purpose is to study the administrating situation of education affairs in junior high schools in the phenomenon of decline in child birth, and to understand the swamp and strategies that schools have experienced in the trend of the low birth rate. Thus, the related educational authorities can response it with the results of the study. Based on the results of analyzing the interviewing data, the adaptive strategies are deduced as following: schools do implement proper counseling; and schools and parents should value child’s own interests. Thus, we can achieve the goal of putting a right person in a right place. Teachers need to polish their own professional and teaching skills continuously. As for schools, they need to emphasize on developing a curriculum with their own characters, so they can differentiate their administrating strategies from the other schools’. Moreover, schools can promote themselves by combining with the communities, using them as the propaganda media to establish school’s reputation as well as to promote schools. Based on the finding of this study, proposals are provided as the following: First, education authorities should encourage people to have more children, regulate school districts well, regulate the method of handling excess teachers, implement the evaluation of teachers’ professional development, and amend the way of Examinations-Free Entrance Competition. Second, schools need to implement their own curriculum, and to develop their own characters. Teachers need to have the concept of lifelong learning. Third, parents should value the parent education more. Finally, on the research methods, quantitative research methods can be used or focus group interviews can be added. On the studying subjects, school teachers, parents, students, staff of education bureau and city representatives can be included. With their opinions, the study can be more comprehensive.
