| Summary: | 碩士 === 逢甲大學 === 公共政策研究所 === 101 === Birthrate declination has become an important issue in developing and developed countries which we should solve it corporately. It also effects on Taiwan population development. Birthrate decreased year by year, and also the willingness to give birth which is one of the lowest in the world. Acceleration of aging population and labor force decreasing might be able to result to economical gap. Although government has provided lots of encouraging policies, the birthrate still didn’t rise, and this is the problem which was discussed in this research.
In addition, along with the social economy development, our living standard is generally higher than before. The policies of helping minorities are paid with more attention, due to influence by western countries related systems. However, how to base on human aspect, which contains make all the people can have dignity, maintain needs of life and also beyond justice and fair, to encourage families to give birth is the aim of the government’s policies.
This study used literature research and in-depth interview method to analyze the “willingness to give birth”, “elements influence on give birth”, “opinions of birth policy”, “fair and justice on social welfare”, “Opinion of tax for birth policy” for nubile. Discussing how Taiwan faces to the trend of birthrate declination and the policies of local government. According to the literature, government should take a further sight, because only when entire environment is improved, the willingness to give birth might be efficiently elevated. Apart from economy subsidy, our government can learn from westerns to set up a maturity planned to levy taxes as birth allowances. Building up a friendly, reliable environment when elevate the population, can also change the quality of population connotative, in order to establish confidence of birth to next generation.
