Factors influencing the spatial data sharing are both diverse and complex, such as organization, personnel, legislation and institution, data itself, geographic information development technology, motive, cost saving, fairness, balance of power, and organizational strategic alliance. Early studies were based mostly on individual experiences, lack of integral thinking. Recently, foreign scholars, summarized from a variety of aspects, considered that spatial data sharing was actually a social phenomenon; a more complete discussion was thus established from the social network analysis and the culture theory. Through the observation of organization development cases or information collected from the survey, supplemented with in-depth interviews of case studies, the research information sources were obtained to explain the relationship of spatial data sharing within the organizational network.
Looking at current studies, not many researchers have studied the information transmission channel of spatial data sharing within the organization and there is also no effective gathering or filtration system for research subject’s information collection; the collected information can influence the outcome of the study. Besides different influencing factors, the relationship of spatial data transmission structure and the organization network is a crucial part of the organization operation. The study emphasized that through long-term in-depth involvement and observation of organization during the spatial data sharing process, various objective information associated with Taichung City Government’s spatial data development process in the past seventeen years were empirically collected. And through the balanced drive of different dimensions in the balanced scorecard, the developmental relationship between various influencing factors and the organization were categorized. From the empirical data, different influencing factors and their corresponding degrees of influences of the spatial data sharing were analyzed; based on the social network analysis and the graph theory, the results were then applied to the explanation of the information transmission structural model of spatial data sharing under the organizational system. Then supplemented with surveys, the correlation of the structure and the Taichung City Government’s daily operation were explained. The study hopes to gain more knowledge and facilitate spatial data sharing with different-from-before empirical materials and research dimensions.
