碩士 === 逢甲大學 === 土木工程學系 === 101 === Abstract As preparing the budget for construction, the quality control operation fees mostly adopt a ratio (0.6~2%). Mostly the lowest prices would award the tender under current market mechanism. After awarding the tender, the contract unit price will be adjusted proportionally based on the ratio of original budget and amount awarded and therefore the quality control fees are adjusted accordingly. Some agencies even would have test fees included. Only such limited fees seem to be insufficient to conduct tests as well as have quality control personnel implement related quality control operations as required by the contract. The study conducted related comparisons and discussions through preparation of quality control fees for current public work to facilitate the establishment of reasonable way for quality control fees preparation as well as enhance the actual implementation of public work quality control. The study results show that though most quality control operations meet outlines for quality management, however, there is no rule for preparing the percentage of budget. The percentage may still be possible to meet the outlines for quality management after adding the estimate of personnel expenses to quality management fees. Since the specialized quality management personnel are required, the quality management personnel fees are recommended to be prepared separately and it is also suggested to divide the quality management fees roughly into quantitative and non-quantitative categories.
