Summary:碩士 === 大葉大學 === 管理學院碩士在職專班 === 101 === Abstract The aim of this thesis is to study the circumstances and difficulties for the incumbent PE teachers whom execute Ministry of Education’s policy of swimming course in elementary school in Taichung City. During the research, we censused 298 leaders of PE in different school and 71.14% of the questionnaires are convincible. By using SPSS for WINDOWS 12.0 software for descriptive statistics, independent samples of t-test and One-way ANOVA, we made the following conclusions: 1. In the 212 persuasive questionnaires, there are 184 schools having swimming lesson and 28 schools don’t. Most of the classes are in private swimming pools which are out of school district 6-15 minutes ride away. Many schools have to hire private coaches as well. Usually the swimming pools take the responsible for transportation and students are charged for all the expenditure above. Generally there are more than 10 classes every semester and 2 classes for each time. 2. PE administrators whom hadn’t attended the swimming-educated conference have higher percentage encountering difficulties than the others. The difficulty in administration included the lock of fund, no swimming pool in school and the shortage of swimming teachers and lifeguards. The schools in mountain area have higher percentage in negative factors than the schools in other areas. The negative factors include the following reasons: lack of budges and professionals, no facilities in school, difficulty in transportation.
