In this study, a questionnaire survey understanding the farmers’ viewpoint about afforestation in level land policy, in-depth interview to collect various opinions on afforestation program execution, and results provide reference of government policy.
Farmers involved in the afforestation program questionnaire, and social science statistical software SPSS 12.0 for analysis tools, data processing and statistical analysis; Questionnaire farmers basic background variables, in order to understand the farmers involved in the afforestation program for the promotion of afforestation in level land policy cognitive distrust of the motives, the promotion of afforestation in level land policy in promoting the satisfaction of afforestation in level land policy whether there are significant differences.In-depth interview to the representative of the government officials, experts, and paper mills involved in the afforestation program farmers, farmers did not participate in the afforestation program as the main interview subjects. The conclusions of this study are as follows:
Most farmers expect the government to establish the flexible mechanisms to increase the income of the farmers, expect the government to assist farmers’ refined oil, and value-added manufacturing handmade soap, paper, the development of tourism and tourism, to create green industry. Most farmers believe the government and the Formosa Plastics Group annual incentive payments as scheduled, but no confidence in the government is encouraging development of additional forest industry. Most farmers on afforestation in level land policy staff service satisfaction are low. Plains afforestation of homeland security has a positive effect; especially seaside subsidence zone afforestation is expected to slow down to land subsidence. Afforestation in level land policy of Homeland Security has a positive effect, especially seaside subsidence area, is expected to slow the subsidence.
