The first research direction is to analyze the differences of perception to twelve-year education policy and learning attitude from the different students’ background. Second one is to analyze the correlation between the students’ background and their perception to twelve-year education policy. The last one is to analyze the correlation between the students’ perception of twelve-year compulsory education policy and their learning attitude. An on-line questionnaire was conducted in this study and a total of 601 valid questionnaires were completed by the 7th and 8th graders at two junior high schools in Chung-hua County. The data was analyzed by descriptive statistics, one-way ANOVA, regression, product-moment correlation and Structural Equation Modeling (SEM). The conclusions are as follow: 1. Study shows no significant difference in junior high students with variables of different grades and sexual. 2. Students with high study achievement and from middle social status had higher perceptions to twelve-year compulsory education policy. 3. Study shows the correlation between the students’ study achievement and their perceptions to twelve-year compulsory education policy. 4. Study shows the positive correlation between the junior high students’ perceptions to twelve-year compulsory education and their learning attitude.
