Among the policies related to promotion of the internet and digitalization, the one that is the closest to the people is the policy of internet tax filing. This policy helps to reduce the usage of paper and oil consumed for transportation and improved convenience for the people, achieving the goal of energy saving and carbon reduction. This study reviewed the literature related to internet tax filing and considered the internet filing operation of the construction engineering air pollution fees of the Environmental Protection Bureau of Taichung City Government, to design the content of the questionnaire based on the experiences of real cases handling. Based on the opinions of some experts and scholars, the questionnaire was modified and the evaluation criteria were selected according to their importance. A total of 5 evaluation factors and 20 evaluation criteria were summarized, to build the hierarchical structure for the internet filing rate of the construction engineering air pollution fees. The main subjects of the questionnaire included construction companies, contractors, official units, and agencies. The analytic hierarchical process was applied to obtain the importance weights and priorities, in order to analyze the evaluation factors and evaluation criteria for the internet filing rate of the construction engineering air pollution fees. The results are summarized below: 1.Among the 5 evaluation factors, the most important one was the “policy aspect” (0.284), followed by the “technical aspect” (0.231), the “environmental aspect” (0.195), the “promotion aspect” (0.195), and the “management aspect” (0.095). 2.According to the survey results of the evaluation criteria, the most important 5 were, in the order of priorities, “integrating the construction management unit and the waste management unit for cross-unit joint internet filing” (0.460), “improving information security and reducing the people’s worries” (0.405), “reducing required attachment for filing and increasing willingness to use” (0.367), “increasing benefits of carbon reduction and reducing economic cost” (0.361), and “setting up a service hotline for operation guidance” (0.335). Based on the survey results of the online questionnaire, suggestions were made as the references for the related agencies to make policies regarding internet filing of the construction engineering air pollution fees.
