In recent years, the concept valuing the conservation of railway heritage is gradually being taken seriously. However, the main conservation methods towards railway heritage in Taiwan are single-point conservation and the improvement of station surroundings, from which people couldn’t understand the history and value of railway heritage. If integral conservation method can be adopted as the main strategy of Neiwan Branch Line future planning and development, for the heritages along the Neiwan Branch line, we will not only consider the relationship between individual buildings and the surroundings, but also include the relevant components of industry along the Neiwan Branch Line. Some resources are connected by railway and form a complete industry heritage system. It seems that considering and planning in this way may be easier for people to understand the overall development of Neiwan Branch Line, usable range of base line as well as actual use at that time. It is expected to take railway cultural heritage as a sightseeing destination to satisfy of people’s demands of relevant knowledge, culture and aesthetics, and construct a railway culture with deep connotation and diverse tourisms. In recent years, the number of tourists in Neiwan Branch Line is growing every year. When facing ever-expanding hinterland, business space, road, parking lots, landscape coffee shop, hot spring and large crowds, all of which bring impacts to the ecological environment, government pay more attention to how to further improve tourism income, how to solve traffic jam and speed up the flowing of crowds as well as solve parking lots problem rather than putting forward in-depth solution to the conservation of natural resource and cultural heritage, which should be concerned. Therefore, this study tries to explore the complex problems faced by Neiwan Branch Line and reconsider the local agriculture, inhabitancy, energy use, urban and rural planning, traffic, community model, ecological conservation as well as our core value, putting forward solutions to the problem, which makes local culture and ecology harmonious and interconnected as well as outlines a sustainable environment outlook.
