As previous lessons learned about enormous scopes and complex interfaces of both civil as well as electrical and mechanical (E&;M) construction, combining those two major systems into one single bid seems to be the effective way for minimizing risks from interface management. However, the form of single bid cannot be achieved successfully for various restrictions. As current situation, the civil and E&;M are contracted separately; the latter is performed by consortium across most of Taipei’s MRT systems. For smooth operation and timely service, the quality management system developed by Public Construction Commission (PCC) was employed by authorities to monitor the implementation of contract execution and quality management. Though, this study focused on the heavy capacity system, but the research results was aimed to apply to both median and heavy capacity systems in the future. Generally, the design, manufacturing, installation, testing and integration of E&;M construction would be sequentially commenced upon contract signed to contractor, and conducted till the completion of project. At the same time, the quality management is simultaneously intiated from the design phase throughout the entire project life cycle. The objectives of this study are to examine the content of PCC quality management rules for the MRT E&;M system consortium contractors by analyzing characteristics of contractor itself, contract/regulation and the quality management procedure. The study tried to figure out the inter-relation within the three dimentions and identify the problems, as well as to find out pratical issues during implementation.
