Coupled the high density of population in Taiwan, when a large earthquake occurs, is accompanied by a huge loss of life and property. By experiencing the painful 921 earthquake catastrophe in 1999, the government realized the importance of promoting disaster prevention works and announced the Disaster Prevention and Protection Act. Furthermore, many researchers have done researchs on various issues related to disaster prevention and addressed helpful results. Regional disaster prevention and disaster precaution living circle are very important ones among those issues. This study selected Yuanlin Township of Changhua County as a seismic disaster precaution living circle. Meanwhile the Taiwan Earthquake Loss Estimation Systems (TELES), which was also employed in the deep plowing disaster prevention plan promoting by the government, was usded to obtain quantified potential earthquake hazard data. Combined with these data, current disaster prevention plan of Yuanlin Township was than examined in particular aspects and certain suggestions were proposed. Based on the discussion of this study, it is helpful for use to make Yuanlin Township a better seismic disaster precaution living circle which can fulfill all needs in each phase (mitigation, preparedness, response, and recovery) in the life cycle of disaster management.
