Summary:博士 === 中央警察大學 === 警察政策研究所 === 101 === Abstract The title of this study is“Effect evaluation on the Use of CCTV Strategy of Police Administration,” and the research structure has taken reference after concepts such as strategic triangle of Value-Capacity-Support (VCS) by Mark H. Moore, innovation model of police administration, theory of criminology, strategy connotation, and organization management to construe the foundation for the study analysis, the core of the study should focus on the strategy use of CCTV as the independent variable (establishment support, objective value, and management capacity) and effect evaluation of police administration as dependent variable (work performance, work result, and service quality), and also the correlation discourse between the two. Furthermore, it will also carry out quantified empirical analysis to investigate the opinions and view of the police, supplemented with qualitative focus-group interview to interpret the empirical sign, which can be taken as the reference for theoretical investigation of police administration as well as facilitation of CCTV strategy by the field authority. Therefore, the study is found with two aspects of values of contribution; the first is CCTV theory and practice linkage, and the other is that it can be used as the in-depth empirical analysis and discussion regarding our police authority. So that it can demonstrate the difference of effect in pertaining to CCTV policy employed by our police authority. As a whole, the study is a study of theory and practice, and also a white paper concerning status of current practice. Primary Objectives of the Study 1. It investigates the positioning on the innovative model of the police administration regarding CCTV, and appreciates why CCTV should become the mainstream subject and core of study by the police authority. 2. It helps the police authority to develop a procedure of applying CCTV strategy to the system, and locates the most suitable strategic model that the police authority suits the most. 3. It should evaluate the indicators of effect capacity regarding CCTV, and develop measures of assessment to evaluate indicators of CCTV effect. 4. It should investigate the correlation between CCTV strategy use and effect of police administration, and explain the extent of correlation between three strategies of CCTV (establishment support, objective value, and management capacity) to effect of police administration. Conclusions of the study 1. The role of CCTV found with connection to each model within the innovative model of police administration: CCTV plays a rather important and crucial role in terms of use for diversified and focused path within the innovative model of police administration, proliferation of environmental criminology and strategic management, and novel approach pertaining to technologically professional and new strategic model. 2. The diversified and divergent tendency found in the strategic use of CCTV in our police system: (1) Strategy of “establishment support” for CCTV: when planning the establishment of CCTV, it can mainly base on orientation of police expertise, supplemented with orientation of general mass, considering both profession as well as public opinion. Thus, it should demonstrate the greatest effect of integration. On the other hand, given with the degree of recognition for resource support it can reckon both internal consensus and resource, and also strengthen public support from the external so as to create the maximal foundation for resource support. (2) Strategy of “objective value” for CCTV: for strategy content of CCTV, the police are found to have high degree of recognition for prospective model, while the police authority can, on its own, employ innovation strategy of foresight, so that it can render its objective to have developmental attitude for innovation. (3) Strategy of “management capacity” for CCTV: if the police can have higher degree of standardized CCTV it can be more conducive to the demonstration regarding the strategy of management competence. 3. Our CCTV efficiency evaluation system attains multiple purposes 1. “Work Performance” effect: task of upholding law and order remains to be the most important effect if the police can find recognition with CCTV. 2. “Work Result” effect: if it can impact significantly on work behavior and results during their enforcement of law and order. 3. “Service Quality” effect: if it can help resolve problem at once, and largely enhance the image and integral satisfaction for police. 4. Diversified strategy use of CCTV by our police authority should render different impacts on police authority: for establishment support, it is necessary to strengthen the attitude of police and public; regarding objective value, it should strengthen perception of safety and prospective mode; for management capacity, it should strengthen professionalism and standardization, making use of diversified and focused strategy to see if there can be diverse impacts on effect of police administration. Suggestions of the study 1. Theoretical suggestions by police (1)The new triangle (CVS) model of CCTV strategy use should be promoted. As found from empirical investigation with police from our country and city throughout the country, CCTV strategy use of police administration has been well and highly received for its value by the police, so that VCS model can be used for the novel model of strategy police . (2) It should strengthen the innovatively new model of CCTV by police , and find out the diversified and focused police strategy suitable for the locality in order to cope with the needs maintain law and order in the future as well as construe the new positioning of CCTV innovative model for police. Practical Suggestions by police (1) It should strength establishment support strategy and integrate both internal support from the police and external support from the public: there should be concepts of both professionalism and public opinion for police administration, and communication and publicity should be strengthened to strive for resource support from all walks of life. (2) It should demonstrate the strategy of objective value and enhance safety perception among the public: it should make use of hot-zone of crime violation, prevention of situational crime violation, and combination of problem orientation as its basis to implement surveillance , the lower crime violation and enhance sense of safety. (3) It should strengthen implementing management capacity of CCTV strategy by police: it should take special regard to professionalism and systematic training, build up archive of experts, establish specialized management institute, and formulate standard operation manual so as to demonstrate its greatest effect. (4) It should establish diversified evaluation aspect for CCTV strategy of police administration: it should employ internal and external perception to evaluate performance of police administration; in other words, the performance of police administration would be of diversified effect evaluation as work performance, work result, and service quality.
