Summary: | 博士 === 中央警察大學 === 犯罪防治研究所 === 101 === According to the statistics from the analysis of criminal cases in recent years, robbery has been efficiently curbed. However, with low professional skills and diversified factors for offenders to engage in committing a crime, and potential victims, regardless of age or gender, exposed to the bustling community, robbery is easily committed, which is accompanied by other offence or deviant behavior from every corner of community, and that makes community residents fear victimized and have poor impression of public security. All the above becomes the core issue of this research.
This research is a qualitative study. It adopts literature review, depth interview, and expert panel and focus group discussions, focusing on interviews of criminals of robbery, and grassroots police in charge of robbery cases. This research is based on routine activities theory and other theories as well, such as opportunity theory and choice theory of victimization. Secondly, the script of interviewing two groups was taken to have expert panel and focus group discussions, in order to clarify the contributing factors of crime and victimization, police preventive duties of patrol, routine check and monitoring of security concerned population. Besides, it integrates both community patrol team and surveillance videos to present the deterrent and investigational effects, and makes cross-comparison of different viewpoints of participants so as to have a deep examination between theory and practice.
Here are the research findings. Police active actions are deterrent effects against robbery and other non-active actions also effective. The change of performance appraisal can promote the advancement and improvement of police actions. Both the sources from the community and police actions can be combined to curb the occurrence of robbery. As to those repeated offenders of robbery, cautiously carry out preventive detention to efficiently reduce the occurrence rate of robbery.
Examination of research findings and related theories includes: the opportunity and contribution to crime, factors of victimization, factors of social contexts, effects of police actions on monitoring crimes, integration and application of community sources, preventive detention representing social consciousness and response from the government authority. The above findings obviously show that there is close relationship among theories, current crime situation, and police practical actions.
