This article takes the following nine aboriginal tribes as research case: Maibagah, Mbwaman, Tabilas, Malubung, Shihlin, Swasiq in Taian township, Miaoli County and Siang Tian Hu, Pakwari, Luchuon in Nanzhuang Township, Miaoli County. The research quotes Ansell and Gash’s five stages theory of public-private partnership pattern as foundation of theory, then quotes thirteen governance dimensions from related public-private partnership pattern as research construction. To construct Sustainable Development pattern of high quality aboriginal tribe, the research will discuss the difference of construction pattern between high quality aboriginal tribe and general community, and the reason of difference, and key factors of it’s performance evaluation. By case analysis method, the study takes information from interviews with participants in nine research cases as foundation of analysis. Through research steps of content analysis, the study observes construction of high quality aboriginal tribe, then generalizes it’s key factor, performance evaluation and defect, building a successful benchmarking model for reference to government in the future. In summary, there is difference between Ansell and Gash’s public-private partnership pattern and construction pattern of high quality aboriginal tribe. In construction pattern of high quality aboriginal tribe, obviously, Ansell and Gash’s five stages theory is concerned only in initial situation, partnership procedure and result. Secondly, tribe meeting in construction pattern of high quality aboriginal tribe differs from principle of partitioning administrative area in construction pattern of general community. These observations build the development pattern, which is “Culture as primary, industry as ultimate objective”, of construction pattern of high quality aboriginal tribe, the research effectively constructs the factors of performance evaluation of construction pattern of high quality aboriginal tribe.
