Since the temporary railway construction is a temporary facility, how to evaluate and consider its planning and design before construction and to solve the problems it is going to encounter during construction will have great influence on its construction time and cost. This research first has studied the completed temporary railway construction projects to understand the factors affecting the construction time and cost from the planning to construction phase and then proposed the preventive strategies through expert interviews. Furthermore, the final factors and strategies are verified by using the expert questionnaires of the Delphi method. It is found that there are 13 factors and strategies associated with construction cost. The most important factor is the “management expense costing by construction delay”. Therefore, the construction schedule control is critical during construction. There are 4 factors and strategies associated with construction time. The most important factor is the “land acquisition difficulty”. Therefore, if obtaining the land to be used in the temporary railway project is one of the critical activities, it has to be acquired before construction, insuring that the project can not only progress smoothly but also cut down the management cost due to construction delay. During the planning and design phases of a temporary railway construction project, the design team should visit the site to understand its field situation, choose the proper construction method during the design phase and have regular meetings with the client to verify his needs in the design considerations. Also, it is important that during the design phase, the design team should have meetings with the major contractors to prevent conflicts among various trades and before the construction phase, make sure that the required land acquisition on the critical path has been completed to insure that the project can progress smoothly and the construction cost can be easily controlled.
