Therefore, the optimal signal plan to reduce oversaturation condition and achieve the best performance is an important issue for the arterials. In the signal timing design, the phase design is the first and also the most important step. The optimal signal timing should be meaningful. However, most research of oversaturation signal control only focused on the signal timing optimization under the best-phase plan, Rare studies focused on phase design. Result is in signal timing may be limited by the lack of phase design and difficult to achieve real optimization. This study designs a dynamic procedure of signal design.Through the concept of signalized intersection grouping for oversaturated signal timing, and integration of phase and timing design, the tradition signal design single isolated intersections is improver. The goal of the signal design is to maximize volume throughout of oversaturation group intersections. The study results can provide an integration of optimal phase and timing design for the improvement oversaturated traffic conditions.
