In response to the requirements of flat logistic organization structure and the regional support of national military, naval logistical support materials demand allocation operation must be refined in order to provide supplies with proper timing, proper location, proper quality, and proper quantity, to maintain the survival endurance and battle sustainability of our troops. The important task is to figure out how to utilize modern information technology and equipment to improve the efficiency of military supply, to establish and strengthen logistical supply operation in order to effectively support the implementation of army building and military missions. We hope that in the future the supply will all go through the logistical information system and internal network to arrive at the units to be supplied based on active transportation because it is very important to the reorganization and practical development of national military logistics system. The purpose of this study is to investigate the correlation between service satisfaction and management by objectives of existing supply process flow by Navy regional supply staff in order to understand the differences and impacts among different backgrounds, attributes, service satisfaction, and acceptance of implementation of management by objectives. In order to achieve the aforementioned objectives, we plan to use self-made “Service satisfaction of regional supply staff questionnaire” in this study to conduct questionnaire survey among Navy regional supply staff, and analyses based on various statistical methods of percentage, mean, t-test, ANOVA, correlation analysis, and regression analysis will be conducted with respect to the 98 valid samples. The research results indicate that, among background variables of Navy regional supply staff, service satisfaction are affected by factors of age, service years, and official rank attributes. It has also been indicated that high satisfactions among officers and soldiers with respect to acceptance process flow will have positive impact on the implementation of management by objectives. In the service satisfaction survey, the overall average is 3.01, indicating a rather fair service satisfaction among regional staff with respect to existing supply operation. Among three process flows of supply operation, the results of this study indicate that service satisfaction of allocation process flow is the highest, while the service satisfaction of return and replacement process flow is the lowest. For the application of regional supply operation, there should be clearly defined objectives for the allocation process flow, acceptance process flow, and return and replacement process flow such that the organizational consensus can be reached and personal confidence in achieving objectives can be inspired in order to eventually enhance personal performance and work efficiency.
