Instead, the maintenance of public security requires the collaboration between government and civilian. On the other hand, the trends in policing and crime prevention lead to the rise of researches in community crime prevention. This study, based on public-private collaboration theories, literature review, in-depth interview, and analysis of efficiency of the operation of Neighborhood-Watch Patrol Team in Hsinchu City, is aimed at presenting results and suggestions to the police agencies for the promotion of Neighborhood-Watch Patrol Team. The results of this study are as follows: I. Dimension of Collaborative Effectiveness of Neighborhood-Watch Patrol Team: (1) the establishment of Neighborhood-Watch Patrol Team works in fighting crime, (2) there exist gaps in maintenance of public security when shifts are intensive, (3) the evaluations of Neighborhood-watch Patrol Team are primary presented quantitatively, (4) residents support and agree over Neighborhood-Watch Patrol Team. II. Dimension of Institutional Condition of Collaboration of Neighborhood-Watch Patrol Team: (1) the legal system for Neighborhood-Watch Patrol Team is incomplete, (2) insufficient resources prohibit the establishment of Neighborhood-Watch Patrol Team, (3) resources offered by the government meet the minimum requirements of Neighborhood -Watch Patrol Team, (4) neighborhood magistrates (li chung) or directors general as the leaders of Neighborhood-Watch Patrol Team raise money easily. III. Dimension of Operational Condition of Collaboration of Neighborhood-Watch Patrol Team: (1) a leader plays a vital roles in the establishment of Neighborhood-Watch Patrol Team, (2) establishment ways are Top-Down &; Down-Top, (3) good leader-level interaction and bad operation-level reflect the interaction of police and Neighborhood-Watch Patrol Team, (4) recruitments rely mainly on leaders, (5) politic-oriented motivation among Neighborhood-watch Patrol Team men is largely seen.
