These individual professions share similar duties yet have different incomes. This has been put into place in the kindergartens affiliated with elementary schools in Hsinchu City from August first, 2012 based upon Article 18(9) of "Laws of Early Childhood Education and Caretaking ", which states that "Each Kindergarten Affiliated with Elementary School should hire one more early childhood educator. The purpose of this research is to understand whether the additional early childhood educators has an impact on the operation and function of the kindergarten. The main points of the research is as follows: 1. Investigating the opinions and viewpoints of all early childhood educators with regards to the new laws. 2. Understanding the duties of the additional educators and how these positions will be managed by the kindergarten affiliated with elementary schools. 3. Investigating the viewpoints and opinions of the additional educators with regards to the system of having an early childhood educator for each kindergarten teacher. This study adopts the documentary analysis, questionnaire survey and in-depth interview. First of all, it collects the documents of " Manpower Resources Management ", " Contract Manpower System " and " the Job Content of the Public Kindergarten and Nursery Teachers " to be theoretical fundamentals and to understand current situation. Then, based upon the documentary analysis, the author creates the questionnaire surveys so as to understand the opinions and viewpoints of all early childhood educators with regards to the related policies and to understand the actual situation. Afterwards, the author proceeds to collect and analyze all analytical data gathered from the questionnaire and the interviews to reach a conclusion and offer suggestions for the government, school staff, and early childhood educators.
