Through document analysis, I divided the aspects into five factors which include administration, panel of teachers, students, parents and community relationships. Administration contains leaderships of principal, environment of school and budgets. Panel of teachers concerns about course design, growth of teachers and size of staffs. Students refer to diverse learning, performance and motivation. Parents factor covers participation, social status and identification. Community relationship is formed of advertisement, volunteers and social resources.In order to find the relationships and relative weighta between these factors. I use questionnaires and interviews (includes DEMATEL and ANP methods) to collect opinions from 12 staffs who work in specialist schools. The result shows that: Students factor plays a decisive role for the development of specialist school. Secondly, it follows the parents factor and panel of teachers. Diverse learning is the most important elements of student factor. Growth of teachers is the key elements of panel of teachers. Participation is the essential part of parents factor. The summary of this research is dedicated to provide suggestions for those who want to develop specialist school and reference of further study.
