When fire and other disaster occurs, a group of people (the aged, weak, sick and disabled) may cause a delay by using stairs to take refuge, elevator facilities could be used to reduce the delay when it achieve certain level of both technique and safety. Therefore, literature review and the statistical analysis of disaster refuge questionnaires were both designed for providing recommendations of how to improve the refuge equipment and evacuation plans of the building in this study. A better proposal of refuge elevators improvement and rescue exercise were suggested according the results of this study. The results of this study indicated an appropriate command system with early warning would help lots of people evacuate out of the building in the beginning of disaster happened by refuge elevators. However, urgent rescue in the midterm and post-incident prevention plan should be included into our new disaster prevent and rescue exercise.
