Nevertheless, since the latter is not widely recognized as an industry essential to daily life, its development seems to be extremely difficult and needs the government’s aids urgently so that it may survive in this material world. Confronted by economic recession and tight budget, it is vital for the government to consider how to allocate its present limited budget in an effective manner so that the music and performance art industry may get close to citizens’ daily life. In this case, how the government is going to develop its partnership with the private sector has become a critical issue nowadays. This study conducts the study method of case study and selects Chia Yi Wind Orchestra to be the case. Moreover, it is aimed at discussing how the development and the policy of local music and performance art industry in Taiwan are affected by globalization based on the operation of Chia Yi Wind Orchestra. On one hand, this big band devotes itself to promoting music and performance art and assisting the place to create its music features of wind orchestra. On the other hand, this band is suffering from the shortage of funds, government’s subsidy, and stable income source. Under the impact of globalization, the band seems to be unable to meet the demands of audience, either. Therefore, the government has to establish effective and feasible policies so as to advance the band’s development and to improve its nature of operation. This study focuses on discussing and analyzing how governmental policies such as the classified subsidy project, the outstanding group selection and subsidizing program, and the match program affect the balanced development of local performance art industry. Moreover, this study is hoping to serve as a reference for the competent authority to establish its policies and regulations related to the development of performance art industry and to be of use to the development of local music and performance art industry on the island.
