Social enterprise is increasingly encouraged as a solution to social problems concerning poverty, unemployment and social exclusion. This research selected local nonprofit organizations undertaken the “Multiple employment development program” from government since 2011 as observation units, explore how these organization tackle community issues through launching economic activities and the role that plays in the community development process. The methods of this research combine quantitative and qualitative data , so that it was able to capture in a comprehensive manner the social enterprise behaviors at local level. The author conduct the European conception of social enterprise , especially the EMES approach, as the mainly analysis framework and the research results contribute four types of forms of community- based social enterprises in Taiwan, includes industry-oriented, community-oriented, welfare-oriented and mission-oriented, each has varied social goals and different economic functions affected the community development . The author has finally defined those community- based social enterprises as a collection of: initiatives launched by a group of community citizens or welfare organizations at local level, which conceived social and economic goals to benefit community well-being and boost local industries development in order to promoting the employment opportunities and building greater social inclusion for disadvantaged community members.
