It is a significant subject to be discussed regarding to framework specification and integrating different branches of armed forces. This study investigates how to apply the structural-functional analysis to design the logistical framework for vessels maintenance and ensure that vessel logistics operations meet the measure of performance and effectiveness in military operations standard.
This research focuses on the Jin-Jiang warship maintenance in logistics support from the local area and develops the framework of vessel maintenance by using the operational view and system view. All the results are available for computer interpretation and can be tested by dynamic simulation model. While personnel streamlining is put into practice, it can make use of operating software to simulate and ensure subsequent human resource is able to enforce relevant operations.
In order to examine the advantage of information produced by framework specification, some of them are tested by using the ARENA software and performing tests in dynamic simulated model. Through the operating parameters used by regional Logistics Support Headquarters of Navy, the execution time and the bottleneck are analyzed under different resource distribution of vessel maintenance operations. The results show that staffing of regional Logistics Support Headquarters of Navy and resource allocation output are feasible and reasonable. The results of this study can provide the sufficient information to the navy for the future organizational growth planning and operations control.
