Meanwhile hospital has already announced the competitive factors for the formation of the EMR system. But after each of the relative hospitals initiate categorization for medical records, if legit copies of medical records are made in hardcopy form, whether this hospital has already achieved paperless recording system and can continue to promote the electronic medical system in the future is still uncertain. Therefore, further studies need to be conducted. In this study, cross-sectional study questionnaire, 10 affect the hospital from the hospital level and whether medical records are paperless, EMR stage of development of cognitive and promote paperless impact factors, etc., for categorical variables by Chi-square test of whether they have significant differences. The target population for this study is hospitals that passed the criteria to be considered paperless hospitals. The survey was sent to 208 hospitals, and returned with 61effective questionnaires; the return rate was 29.3%. The results were checked to determine if there were any significant differences in the development stages of paperless or EMR. Among the factors of influencing the participant’s attitude towards adopting an EMR system is that the medical staffs resist on changing the reading habits of the medical records. This is the main common factor in practicing four categories of EMR. The common target of the EMR that all level hospitals promote in the next two years is nursing record. In the factors of future EMR promotion, continued government subsidy is the main factors.
