The main purpose of the project is to investigate the appearance of Zhongsing New Town’s blueprint and its cultural heritage values. Plan and construction blueprint for first urban planning of Zhongsing New Village becomes research objects, which will goes as follows: collecting information of blueprint images and classifying them by using digital methods, and then comparing the classified information with the current situation.
The findings revealed that the construction of Zhongsing New Town is planned systematically, which not only an ideal-type construct of contemporary urban was established, but reference indication of the development plan process of other villages and urban planning was made. The construction engineering of first urban planning of Zhongsing New Town can be divided into “construction” and “system”. In addition to the blueprint which presented modern contemporary architecture, sample system, and emphasized the function as major design guideline, in the meantime it also showed the using materials, construction technology and construction flow at that time. Not only it confirmed that Taiwan succeeded European and American experiences and techniques of new village plan after World War II, but also reflected that the historical background was lacking goods and materials during a period of cold war, and was acted as a model of Zhongsing New Town for rural and urban development.
The research concluded that the blueprint of Zhongsing New Town represents planners’ imagination of contemporary urban’ s appearance. In the meanwhile, the blueprint showed the transplanting experiences of European and American urban planning, which changed into practice of planning experience in Taiwanese local urban. Besides, it showed the ideal primitive appearance of Zhongsing New Town and also verified change of the new village from none to something, which represented the development of organic-style changes, created experience of local development, and mirrored the ideal planning is that an ideal imagination of planners and rulers in their mind.
