Being among children’s and parents’ favorite television show in the US, today Sesame Street has become the most widely viewed children's television show in the world. On the contrary, Taiwan’s television stations lack the professionals for children’s TV show production despite the fact that local Momokids and YoYo, children television channels, have went on the air in recent years. This research aims to delve into the key factors determining the most qualified producers and planners of children’s television show from the perspectives of these professionals and the child educators. These factors underlie the criteria for the selection of children’s TV show producers and planners that will further encourage more professionals to devote themselves to the production of children’s television programs to improve the quality of local children’s TV show. In this study, Analytic Hierarchy Process (AHP) is used to construct the hierarchical structure, including 2 theoretical bases, 5 dimensions and 24 criteria, for the most qualified planners of children’s television shows based on literature review and expert opinions. In this research, expert questionnaire survey was conducted with 14 participants including superintendents and staff who have devoted themselves to children’s television programming industry, early childhood educators or experts who have practical experience in the light of goal and measurement dimension of AHP. Upon calculating the weighted decisions of selection by children television show planners to get the results from the synthetic calculation, the findings have indicated that participants unanimously considered professional competency (0.787) the children’s television show planners possess is far more important than basic competency (0.213). Among the five dimensions, television program planning and arrangement (0.332) is top ranked, followed by program planning writing (0.261). Based on study conclusion and suggestion, this research proposes the decision-making model for selecting most qualified planners of children’s TV shows offered as a reference for local television stations.
