It made many settlements prosperous especially Lo-Tong, but it became a history because the change of forestry policy and the difficulty of its repair. For saving memory of living, and managing the disappearing heritage sustainability, this study surveys the present situation of this railway through a view of conserving industrial cultural heritage. By collating papers, doing on-the-spot investigation, and interviewing people associated with related plan, this study tries to make a unified plan about this route. The results show that cases of conservation of industrial cultural heritage in Taiwan departed from their located place, and the development tactics were flat under the guide set by government. On the other hand, papers about this railway lacked for extended studies so that many remains were destroyed or disappearing. Even if districts make plans about the heritage, separative plans may divide the integrity of this route as well. Therefore, this study suggests defining the boundary of the railway, then combining its industrial cultural heritage with local tourism to conserve its value, and transforming its historical and societal meaning to be a new cultural energy that can become a push for the development in Yi-Lan.
