The global earthquake accidents happen frequently in recent years, such as Chiah-sien earthquake in Kaohsiung Taiwan and 311 earthquake in Japan, resulted in travel time delays and even threatened people’s life and property, thus, much of doubt about the safety of the Taiwan high-speed rail. By collecting related literature about earthquake and disaster case about high-speed rail in each country, to recognize the disaster how it is happened and to improve the countermeasures. In addition, this study discusses the Taiwan High-Speed Rail whose safety/security system of infrastructure construction, design and planning, alarm operation system, and mechanism of emergency contingency/rescue are desirable. Throughout passengers, engineers, expert advisor, fire and rescue agencies, and scholars/technicians fill out questionnaires. The data from questionnaires which deal with the Taiwan High Speed Rail system safety/security are evaluated by statistical analysis to verify the satisfaction and trust for community people. The results are sum up and make recommendations for reference to relevant agencies like Taiwan High-Speed Rail. The research results mainly include: 1. The safety systems Taiwan High-Speed Rail which hardware, design planning, and alarm system, are conformity with the relevant provisions at present. However, the systems still need to associate with social monitoring, in order to facilitate continuous improvement of upgrade, such as on time arrival of "convenient" services, and full line of "safety " guarantee. 2. When the irresistible natural disasters (such as earthquakes) occurred, the agencies cannot quickly respond and improper deal with, and insufficient emergency rescue mechanism, as a result the disaster is magnification. Thus, the Taiwan High-Speed Rail company shall be diligent in simulation, and enhanced coordination of police, transport agencies and hospitals for joint disaster prevention drills. 3. The Taiwan High-Speed Rail cannot disregard the public perception of visitors and related safety recommendations about imperfect contingency/crisis management and rescue mechanisms.
