Summary: | 碩士 === 臺北市立教育大學 === 歷史與地理學系碩士班 === 100 === Cultural heritage is result from continuously accumulation and development from generation to generation. As the biggest direct-controlled municipality in Taiwan, New Taipei City is rich in various cultural heritages. By the end of Jul., 2011, 64 monuments, 30 historical buildings, 3 historical sites, 4 cultural landscapes are designated, 3 antiquities, 12 traditional arts as well as 4 folk customs and related cultural artifacts are registered. By the means of investigation, research, excavation, maintenance, designation, registration, restoration, learn and pass on as well as reuse, the Culture Affairs Department, New Taipei City maintains and protects the valuable cultural heritages within its border. However, due to the impact of various factors, such as the imperfection of cultural heritage preservation acts and the consideration of economical development etc., many attempts to protect the cultural heritages have failed.
First, this study reviewed the evolution of the concept of cultural heritage domestically and abroad, the history of the revision of domestic cultural heritage preservation acts, the method of Comparative Analysis was utilized to analyze the difference between the old and new cultural heritage preservation acts. By collecting the related records of the implementation of New Taipei City Government cultural heritage policies, such as, the information of annual administrative plans, government publications, the materials were archived, the statistics were gathered, the effectiveness of implementation was analyzed to review current situation of the protection of cultural heritages in New Taipei City.
In the meanwhile, based on Cultural Heritage Preservation Act, the study observed the event of Losheng Sanatorium in Hsinchuang district, the Conservation Event of San-sia Historic Street and other cases of failed preservation, explored the critical issues of preserving cultural heritage in New Taipei City currently, made effort to draw up strategic suggestions in order to promote the cultural heritage preservation in New Taipei City and achieve the goal of sustainable preservation.
