It brings a high degree of competitiveness and widens the regional development gap, economic income and social welfare inequality.Due to changes in socio-economic environment and the diverse needs of the people, public sector has been unable to meet the popular demand along. The non-profit organization established to compensate for the deficiencies of public service, while the growth of the organization must rely on the addition of manpower.Tzu Chi Foundation, only 30 members at the beginning, today owns over millions of volunteers, the branches of organization extends to several countries, and Becoming one of the most successful non-profit organizations in Taiwan. This study wants to find how Tzu Chi Foundation attracts volunteers and manage a large volunteer workforce.According to the social mobilization theory, I select 8 factors and divide into two parts to describe the case of Tzu Chi Foundation respectively. First one is the recruitment stage, and the other is the management stage. Those 8 factors as follows: the activities of Tzu Chi Foundation, ideology (communication of the organizational vision), a combination of media, leadership behavior, community volunteers, training and evaluation, specialization, distinct level. Through interviewing with relevant personnel of the Tzu Chi Foundation, we can understand how Tzu Chi Foundation attract volunteers and mobilize its members so quickly.
