The study adopted a qualitative research method. The subjects were five guidance officers from Taichung City with experiences in guidance-related work for more than three years who were selected by purposeful sampling. Semi-structured interview was applied for data collection. Through data organization and analysis of interview transcripts, the primary findings of the study are summarized as below: 1.Under the circumstance that the number of counselors on regular staff in most junior high school in Taichung City does not reached the legally regulated number, administrators in guidance rooms, guidance teachers and guidance volunteers instead have to work together to assist with student guidance. The most effort-consuming and time-consuming work is case counseling and guidance for students. 2.After the measures to increase counselors were implemented, counselors can be dedicated to student counseling work and establish a positive and interactive relationship with students providing students with supportive power and better attention and also reducing the work load on guidance administrators. 3.The difficulties that we are faced with when carrying out the measures to increase counselors include: serving teachers who have professional guidance background in school are not willing to be counselors, the positioning of the role of a counselor is not clear, there is no existing professional supervision and sufficient room for counseling, the waiting time for grant appropriation is too long, etc. At last, several suggestions regarding guidance practice and following researches have been proposed based on the research results.
