Moreover, due to the education policies are changed too frequently, the parents don’t know how to follow the circumstances and therefore the parents highly expect the teachers possessing decent professional capabilities to guide their children to learn effectively and successfully. Facing the eager anticipations of the parents, the professional capabilities of the teachers should be appraised to enhance their instruction quality; meanwhile, improving the teacher evaluation process is also an urgent thing to implement. Therefore, in order to achieve the objective of the enhancement on instruction quality and learning performance, it should start from the improvement of teacher evaluation process. In this research, the process improvement approaches of Capability Maturity Model Integration (CMMI) are applied to construct a continuous process improvement mechanism of teacher evaluation in an elementary school. It will make the implementations of the evaluation process not vary from person to person, and the objectivity and impartiality of the evaluation process and results are also kept. According to the outcomes of this research, adopting the process improvement approaches of CMMI to the teacher evaluation process can increase the teachers’ trust to the evaluation process and outcomes, and will promote the maturity level of Organization Process Focus from level 0 to level 2.
