First of all, the development background and status quo of senior high school education in Taiwan are discussed. Second, the research deals with the relative theories and meanings on school propaganda strategy, the concept and the evaluation system of students recruitment achievements, the dilemma of school propaganda and its possible solutions. Third, by way of case study, the research conducted interviews with two private vocational senior high school principals, administrative supervisors, teachers and students in order to understand the innermost of private vocational senior high school marketing strategy and recruiting students achievements evaluation, the dilemma of school propaganda and its possible solutions. Finally, in the light of the study conclusion, some suggestions are offered as follows. First, the educational authorities should provide an experience interflow platform for school marketing strategies, enhance private vocational senior high school quality evaluation system, and students’ rights and interests protection system. Second, the schools should set up a sole marketing authority to draw up the long, middle, and short term development plans for school propaganda strategy and students recruitment, and evaluate the students recruitment achievements and assess the potential demands. Third, in the future, if the subjects of the study include all the interest parties in school, the results of the study will be believed to be more true. Besides, the study as conducted through documents analysis and focused interviews. If the study are supplemented with questionnaires to collect quantified materials, the results will be more complete.
