Although different countries adopt different policies to facilitate community development, they share a common goal of sustainable community development. The advantages of the policy for promoting overall community development in Taiwan is that it combines the concept “people, culture, land, landscape, and economy” to expand the extent of community development and to facilitate the effectiveness of development. Because of differences in cultural, geographic, products, and community organizations, various community features have been developed. These features provide communities with new energy, vitality, and livelihood, and are advantageous for communities to develop cultural and creative industries. The properties of overall community development cannot be reproduced easily but the experiences can be inherited and learned. Therefore, this study adopts the group decision-making skills of the Delphi method and the quantification functions of fuzzy logic theory to establish a set of Delphi Fuzzy (DFuzzy) performance evaluation model for quantifying community development. This research also uses an example to show the objective and extensive applications of this model. In addition to inspecting the outcome of developments based on community features, the model proposed in this study can be used as a reference for project subsidy evaluations as the government promotes community development, and as an evaluation criterion for assessing the effectiveness of communication development.
